Host webpages from my wifi lan without internet?

I am completely new to DNS/routers. What I would like to do is have a wifi router set up so that anyone connected to that router can request a webpage that is served by another computer on the same network. The wifi router will not be connected to the internet, it is for serving just my webpages.
Is this the product that I need to do that?

Yes, you can certainly do this.
The easiest way would be to also use the included "DHCP server" plug-in (and disable any DHCP functionality on the wifi router). This way clients will automatically use Simple DNS Plus for DNS.
You can then setup DNS records to point to your local web-server as needed.
